In what cases may the primary care physician refuse a referral for diagnostic tests?

A doctor may refuse to refer you to diagnostic tests if he / she decides that the purposefulness of these tests is unjustified from the point of view of the patient's he alth. It is the result of the patient's wishes as to their implementation, but it is not a justified need. A referral for free diagnostic tests, included in the catalog of diagnostic and therapeutic services, is issued by a specialist or primary care physician with an indication of the place of performance. The physician should refer the patient for diagnostic tests in connection with the referral of the patient to a hospital or specialist clinic, if such tests are necessary to confirm the causes of specialist treatment. The Act on he alth care services financed from public funds provides recipients with the right to he alth care services aimed at maintaining he alth, preventing diseases and injuries, early detection of diseases, treatment, care as well as prevention and reduction of disability. Within these limits and on the terms specified in the Act, beneficiaries are en titled to, among others: - basic he alth care (preventive he alth services), diagnostic, treatment, rehabilitation and nursing care in the field of general medicine, family medicine and paediatrics, provided as part of outpatient he alth care, - highly specialized services, - care for a pregnant woman, childbirth, puerperium and during breastfeeding - spa treatment, - supply of medicinal products, medical devices and auxiliaries - sanitary transport - medical rescue.
