Try to trust your body. Perhaps you don't need to fall asleep when you've made up your mind. Maybe it would be better to go to bed when you are actually feeling sleepy. Maybe sometimes your body needs less sleep than you think. You wrote that you were afraid to go to sleep. It is worth finding out what you are afraid of. Is it that you fail again to do something you tell yourself (that is, to fall asleep), or something else?
