You may not know about it, but in each commune / district there is a commission for solving alcohol problems - find it on the Internet or by phone at the commune / district office or city office and report the problem there. In this special situation, you can reserve anonymity or write anonymously, giving the exact address of the parents. The Commission has the right to initiate a referral for drug addiction treatment, and this seems necessary for your parents. There are also addiction treatment clinics - find the nearest one and ask for help. Greetings to you and your brother, you are in a terrible situation, so you have to do something about it.
